An Integrated Disinformation Verification Mechanism for Countering Cognitive Warfare: The Case of Taiwan; [Un mecanismo integrado de verificación de la desinformación para contrarrestar la guerra cognitiva: el caso de Taiwán]

Abstract

To counter the surge in AI-enabled weaponised disinformation, this study proposes the Integrated Disinformation Verification Mechanism (IDVM). This exploratory three-stage model integrates a qualitative 5W1H framework, a manual checklist, and AI-based detection to systematically assess misleading content. Using Taiwan's 2024 presidential election as a case study, results demonstrate the IDVM's high accuracy in complex environments. The analysis underscores the strategic use of coordinated online disinformation as Cognitive Warfare, designed to erode public trust and weaken national defence resilience. Effectively mitigating such threats requires synthesizing human judgment with automated analysis. Ultimately, the IDVM's scalable, modular design facilitates rapid threat assessment and the deployment of timely countermeasures.
